A total of 2,264 bills were filed this year. Only 70 passed, including the budget bills. That’s a passage rate of just 3%. In a normal year, about 9% of the filed bills pass.

MO House of Representatives - Committee Oversight Structure
HB138 - Requires the department of natural resources to assist permit applicants throughout the permitting process
HB227 - Repeals the state prohibition of local governments regulating paper and plastic bags (MORA's Position: In favor)
HB446 - Modifies provisions relating to solid waste management.
HB631 - Establishes procedures relating to land use permits for historic landfills in St. Louis County.
HB720 - Authorizes tax credits for urban farms located in a food desert. We have supported such legislation in the past.
HB749 - Regulates the sale of returnable containers
HB775 - To repeal sections 260.225, 260.273, 260.325, and 260.335, RSMo, and to enact in lieu thereof four new sections relating to solid waste management and recycling
